已证实：中国银联并没有完全取消0.38%的刷卡优惠！[2021-04-29]

中国银联2021年11号文件近日发布。文件中指出，截止2021年4月28日前，银联将取消执行了四年的小额双免0.38%优惠费率。

随后，各商业银行和支付机构也陆续跟发相关通知。进一步证实，双免优惠将于5月1日前正式退出支付历史舞台。

银联2021年11号文件核心内容：

（一）二维码及NFC移动支付业务优惠措施展期一年。针对二维码支付（含主扫消费及被扫消费）及NFC移动支付（含线下及线上）交易，银联网络服务费及发卡行服务费继续实行云闪付优惠费率，优惠期限展期一年，自2021年4月6日至2022年4月5日（含）止。优惠金额范围，优惠交易金额仅适用于单笔交易金额1000元（含）以下交易，1000元以上的交易按照原手续费执行。

（二）IC卡小额免密免签交易价格优惠措施不再延续。按照线下刷卡消费业务价格标准执行，为保障稳妥实施，相关调整于2021年4月28日起正式实施（即4月27日晚银联日切后），4月6日至4月27日（含）期间相关交易仍按照云闪付优惠费率执行。

中国银联在取消小额双免优惠的同时，对二维码和nfc移动支付交易的优惠给予了延展一年的政策。

需要注意的是，这里的二维码支付是指银联官方APP“云闪付”客户端的二维码支付，也就是说，通过“云闪付”APP的小额交易（1000元以下），还可以继续享受0.38%的优惠政
